Is there a demo for this program? There is no way I am going to pay $20 for a program that I haven't even tried.

You can download it for free at Apple's website. You'll have to register, but registration is free. You might already have the CD if you bought Jaguar through retail. And yes, it's a great kit for programming.

I did register and it had "Add to Cart" and said that it was $20
All I really want is project builder

After you log in, you should see a column on your left. Click "Download Software," and more choices will appear. Click "Mac OS X." One of the first things you will see is "December 2002 Mac OS X Developer Tools." Click the download button for the 301.2 MB file.

Thanks, I figured it out. :)
Now all I have to figure out is how to work project builder. :-P

I found it very difficult to use. You might want to consider CodeWarrior.
BTW you can write gcc programs in Terminal. You can also write Java Swing apps in terminal, and they'll run fine. You can also install X11 on your machine and write X programs, or port over open-source programs from Linux. It's pretty easy, because internally Mac OS X is a very standard Unix.
