First of all can I boot windows off of a usb 2.0 drive( Macbook Pro ), and secondaly will games like half life 2 be playable with the limited bandwidth of the usb2.0? thanks

No. Bootcamp doesnt support booting off an external drive, unless you do a very complicated installation.

Yes - games will play fine off a usb 2.0 HD
