Is there any way I can possibly open up write access in Mac OS X for an NTFS hard drive I am needing to use? A utility, a script, something!
Alternatively, is there a way to format the NTFS HD to FAT32 without loosing all the contents?

No and No.
Connect it to a Windows computer and share it over the network.

There are a few methods for converting NTFS drives to FAT32 but they are not especially easy or 100% problem-free.
Besides, if your NTFS drive is over 32Gb you would have to split it up into smaller parts.
Easiest thing to do would be to back up the entire NTFS drive, format it into FAT32 and then copy it all back.

Oh maaaan... gah.
It's only 20gb, but it's a Windows partition, meaning there's practically nothing worth backing up because Windows, and the gazillion games installed on it, will all demand to be reinstalled anyhow.
Well, maybe one day I'll have nothing to do, and the incline to restall everything, just so I can move files back and forth from OS X.

Can't you use Samba with NTFS and get write support?

....Not without hosting it on Windows, you don't.
