I have a 10GB partion for Boot Camp on my HD, but it just seems like too much and unnecessary. Is there any way to resize the partion without reinstalling the OS?

Unfortunately no.
Most people seem to have the opposite problem. e.g. I have 10 GB, but Vista RC2 wanted 15 GB minimum...
