OSX Server, RAID 1?

Does OSX Server have software RAID 1 (mirroring) built-in?

yes sir. it can do software raid 0 or 1. (can't do 0+1 though) all you have to do is boot to the server cd, open disk utility and go to the raid tab, drag your drives in and choose the raid type you would like then hit create =)
