Every app opens in the background! (i.e. not the foreground)

I've got a strange problem here... every app (regardless of whether I launch the app when I'm running Safari or Word or iTunes etc.) opens in the background of the currently running application when I click on the Dock icon - is there any way to change this behaviour so it defaults to the normal way of opening apps in the foreground?? I now end up having to click twice on app icons on the Dock - once to open the application and again to bring it to the front.

That's odd, did you try rebooting? What about another user account?
