Why can't outside users access my Public Folder—Drop Box using Fetch FTP software from an off-site location?

Have you enabled FTP in System Preferences? Otherwise they won't be able to. And if you have an external firewall you'll have to forward port 21 appropriately.

Even then, I'm still not 100% sure it will work. I'm assuming they're using a different login that yours so I'm not sure how persmissions are set on that folder.
