My 9 year old daughter wants to design her own website. Any recommendations on easy to use web design software for kids?

Does the 9 year old want to learn HTML, or just create a document that can be made into a web page with links, images, etc?
AppleWorks would be OK and could hide some of the HTML.
Do a search at http://www.versiontracker.com. Here are a fe that I found there.

Yeah those are a little too complex looking. I think she'd prefer something much more WYSIWYG, something with templates, more point and click. Remember Pagemill? Something along those lines. Super easy is what we seek....

I don't know how much it costs, but I asked my neighbor who is a teacher and she said she's used this and liked it. She teaches 4th grade.
