I'm from Colombia and can't pay the US 100 that apple want for get me in in the dev program.

The manual payment is very tedious for some speciall reason, so
I wonders if is possible change the country to USA, do the pay online, change back and have no problems...

I think it is not ok to do this. I suggest you phone Apple and ask their advice about paying.
