Can I use any other person's developer account to release my app ? I have written one app which i would love to see in appstore, i intend it to be a free app. But i dont have developer account.

Can i use anybody else's ?
If yes, how will I give him the app? i mean will i have to give him full code or only some executable ?

The developer can add you on to their account, that way you have the ability to build for distribution once you're set up with certs, profiles, etc. You then give the compiled app to them and they upload it via iTunes Connect.

Or you give them the entire project and have them build/compile it.
