as 3.0 is released, is there an exposure to TAPI ? can i compose my sms and send it from my application programmatically ?

The 3.0 SDK is still under NDA: we cannot discuss it. If you have access to the SDK (and have signed the NDA etc) you will be able to find the answer to your question.
