Getting my USB drive mounted in Vista

I'm trying to transfer files between my mac and a friends laptop. It's a new Dell running Vista SP2. I have the drive formatted to FAT, but I'm not getting any drive in vista. I heard that windows has trouble seeing over 32gigs (or is that working with files that are over 32 gigs?), so I partitioned the drive in half (it's 40gig), still doesn't see it. Any ideas?

is it flash usb or regular hdd? some laptop usb doesn't have enough power to run hdd

It's a 2.5inch powered by USB. I've attached the extra power cable to my desktop in case it need to draw more power.
