I don't mind paying for the software.

Are there programs that can shrink as well as burn?

No.

For PC, there's CloneDVD, but I don't use that. Can't beat DVD Decrypter > DVD Shrink > Nero.

So what do Mac users do?
Can I just use DVD shrink on my PC then transfer that image to my PB then burn it?

I use MacTheRipper (http://www.wormintheapple.gr/macdvd/mtr.html) to rip the dvd to the harddrive. Then use dvd2onex (http://www.dvd2one.com/) to compress the dvd to <4.3gb to fit on one dvd, and use Roxio Toast (http://www.roxio.com/en/products/toast/index.jhtml) to burn it.

That works well for my dvd player. There is a program for mac that does all in one, but I personally couldn't play the burned disc on my dvd player. you can check it out at http://www.fastdvdcopy.com/.
