In one word why there is no Quick Reply field: SPAM.

I want quick reply, but it would be a dangerous tool in my hands.

I write a post but, think twice then decide I better not submit reply... still it gets me in trouble sometimes.

The ability to do a "quick reply" without hitting a reply button first, entering reply and then clicking the POST REPLY button.

Normally it is at the end of the page below the last post of that page.

Why would they turn that off? It doesn't seem to cause any harm.

SPAM can be distributed faster with that option.

It will not help spambots do it faster, they just send the POST request ignoring the form. Flood limits is a better way to prevent it.
