Stupid question. Is it free to download the development tools or is that the $99 program?

Every link I look at looks like it costs $99. I thought it was free to download but then cost $99 if you wanted to distribute. Can anyone clarify pls?

I want to take a look before I commit to the $99 fee. (if thats possible)

You can download, code, and test in the simulator for free. If you want to test on your own device or publish to the store, you have to pay. If you want to download beta releases of future iOS versions, you have to pay.
