So with the touch 4 and skype, you can use it as a speaker phone without the need of the headset mic?

yes very likely you can, it does have a built in mic and speaker, and then for more privacy you can just use earphones and (hopefully) the built in mic (because even though I'm not an audiophile I will NOT have my ears insulted by the apple earphones)

My question is, is it possible for the Skype developers to access the FaceTime cam to make video calls? That would be cool.

If facetime is part of the iOS4 API then yes...

My question is, is it possible for the Skype developers to access the FaceTime cam to make video calls? That would be cool.

Yeah I think its open to any developer, however skype is horribly slow at updating its app so you might not see it for a while.

Where are the speakers and mic on the new Touch?

There is a speaker grill on the bottom next to the dock connector, opposite of the headphone jack, and the mic is right next to the camera on the back.
