I have a comic app that i want to re-submit because i think that the current approval process will let me set the app to 4+ (what it should be) instead of the 17+ i used to be on the safe side.

Can i re-submit the app with the same version number so that the current users don't get prompted to re-download the app?

No. All updates to already-approved apps must have a new, higher version number.

P.S. Making no changes to an app other than to change the age rating from 17+ to 4+ is also probably going to raise some eyebrows within the App Review Team. You might even get rejected because the new version adds no new functionality.
