History of keeping back new features until after beta?

I'm relatively new to iOS devices (iPad was my first). Does Apple have a history of keeping back some new features until the end of a beta? Or is it the case that if something's not in the new 4.2 beta now, the chancenof it being in the release 4.2 is pretty much zero?

I was really hoping they'd have done something with the photos app, at least let us do some basic organisation and rating/keywording of photos i've saved from the CCK.
