Anyone out there have this job? What is a "graphic artist manager" anyways? What do they do and why is it different from just a graphic artist?

In typical studio setting a "graphic artist manager" would be an art director or creative director. Since they don't call it that, i suspect this is equivalent to a Project Coordinator (PC), a Traffic Manager or Account Executive. In either case, it sounds like a job where there are little (or no) creative responsibilities involved. I would call or email to find out for sure.

You're probably right, it sounds like "graphic artist manager" means managing the graphic artists.
