Can I use a 3G ipad with out activating it?

I want to buy an ipad now because I am able to tether with my iphone now. There are few still in the box for sale that are cheaper than the just WiFi versions. I just need to know if I can still use it with out signing up for the 3G?

Yes, you can use it without enabling 3G service. My wife has a iPad 16/3G and has never activated 3G nor even setup an AT&T account to use it.

It has a simple interface to manage your usage
