Any chance this will charge an 11"/13" MBA? Will it be dog slow?

http://www.phonesuit.com/products/Primo_Power_Core_Battery_Pack-44-10.html

It will charge any USB devices, but "[f]or higher powered products such as Netbook computers, the Core features a separate 12 Volt out port"

Relevant specifications:

Model Number: PRIMO-CORE-SP
Battery Capacity: 8200 mAh
Power Output: DC 5V@2.1A, 12V@2A
Dimensions: L 130mm x W 75mm x 18mm
Weight: 233 g / 8.2 oz

It would be nice to carry a small backup battery that can charge (or at least power) the MBA in a pinch.

I don't believe there is a car charger for the MBA, is there? You will need a car charger in order to work with 12VDC output instead of 120-220VAC 50-60Hz.

The Primo Power Core Battery has a 12V/2A output port.

I also have a Hyperjuice 150Wh and the unit comes with a car adapter which fits snugly into the Primo Power Core Battery's 12V jack.

You will need an Apple Airline Adapter which has a 12V car adapter end, and connects to the MBA's MagSafe port.

The verdict:

Yes, the Primo Power Core Battery CAN power my 11" i5 MacBook Air for about 60-70 minutes under normal use (WiFi, surf, emails medium/low brightness), before starting to burn my internal battery... by the way, Apple Airline Adapter does not charge the battery.

Good Luck.
