Looks like the Mac mini actually does have a 5400 RPM hard drive!

Why only a 4200 rpm in the faster model?

Only Apple knows for sure, and they aren't talking. I think it safe to assume that they got a great deal on them, but want to hedge bets.
Now the question is, did Apple in some way cripple the 40gb HDD so that it operates as a 4200rpm. I know it might be a silly question, but Apple has crippled SDDs before.

My xbench disk results and others posted to the site show the 40gb stock drive to be faster than the 80gb stock drive in every test except the uncached read in 4k blocks. The 40gb gets killed in this test and I'm not sure why.
