can anybody advise as to if a 800 mhz iMac G4 with 1 GB of ram is powerful enough to stream media to an ATV 2, the iMac is currently running osx 10.5

Doubtful, but SD content might work. 800MHz is below the system requirement for 10.5 Leopard anyway and it will hamper things.
Maybe take a look at Core 2 Duo Mac minis, which can also work as file server, as your media server.

If it can get iTunes 10 on it, Airplay will work. But I don't think PowerPC chip based computers are still supported.
