Question: I have an older Apple model A1205 USB charger. Is that charger capable of charging an iPad safely, since the output is 5 V DC at 1 ampere?

Yes, it will charge fine. As long as the device getting charged and the charger are both USB, it should work with no problem.

While it will work, be aware that a 5watt charger will likely take longer to charge up the ipad than the 10watt charger that comes with it. That's probably not a problem for most people/situations, but mentioning it in case you notice the difference.

If I'm not mistaking, a 5V charger is the same as an iPhone charger, it will charge fine but it will take longer to do so.
