It's no better than the older Macbooks. The HD 3000 is not much more power efficient (if at all) than the 320m or the 9400m.
Windows battery life on a Mac always suffers due to the lower level of integration when compared to OSX/dedicated Windows machines, and Apple's mediocre Windows drivers.
I believe that the 9400M is 12.5W and the 3000HD is around that value. Any difference would have to come from drivers and not something you expect from Apple to provide.
Probably right around half the OS X time, windows has very poor power management and isn't hardware specific. It will never match OS X in that regard, and it doesn't have much to do with the graphics card.

No, the person you quoted just has no clue what he's talking about. Windows has some great power management features built into it, but the hardware and drivers have to be designed to take advantage of them, just like in OSX.
My OSX and Windows battery times are very similar when I have a moderate workload (~6 hours of battery). OSX only has an edge when the machine is basically idling frequently, like when I'm reading a webpage or forum.
