Keyboard brightness shortbut (f5 + f6) not working

when i press the keyboard brightness shortcuts it says its disabled or locked and wont let me adjust it...anyone know how to change this?

The system thinks you're in a place too bright to need keyboard light, and has disabled it. Go into a darker room or cover the light sensor.
