New iPad, need to get old iPad apps

I had an iPad but no longer have it. With my new iPad, can I log in to my previous iTunes account and get all my previously purchased apps to download?

Also, does iTunes and the iPad allow you to access two different iTunes accounts (work account and personal account) from the same iPad? If so, how?

If you still have the apps in your iTunes library, then you can just sync. If you've deleted them all, you may be able to download them again, but I'm not sure.

There is not multiuser on ipad. The OS is the same as the ipad you had previously.

Can an iTunes username be changed from one email to new email address?
