Okay, still trying to wrap my head around some of this stuff. I searched a lot and couldn't find info for 05.13.02. Can this be unlocked? Is it basically anything under 05.13.04 that can be unlocked? Thanks!

Yes, I would suggest to restore to custom 4.3.1 ipsw created with pwnage tool to save your baseband and then wait a few more days for the updated ultrasnow to be out thru cydia to unlock it.
