Hi I want to do a fresh install of Snow Leopard and I was wondering if Time Machine would restore applications like Photoshop and other stuff that I've bought with the keys and stuff alread in them, and what about the library folders. I don't want to install then restore from the Time Machine backup, I want to do a fresh install enter time machine then put what I want back in. I'm having some problems right now and I thought that may fix it.

As far as I know (could be wrong) Time Machine backs everything up, therefore all your settings for all programs should be saved.

Adobe scatters files like hell throughout your computer. Unfortunately copying just the app from the Applications folder won't be enough for it.
