Has anybody else experienced their 13" MacBook Pro completely shut down when hitting 0% battery life instead of going into OS X's "Safe Sleep" or hibernation mode? I seem to be getting mixed outcomes when the battery runs dry. Sometimes my system's state will be saved while other times the computer will just completely shut down. Is this normal? Is there a solution? Thanks for any help.

Try resetting the SMC, instructions for which are in the following link under CHARGING.

Generally, if the machine shuts down instead of going to sleep, it's a bad battery. The fact that it happens at 0% is unusual, though, as a bad battery generally would cause your machine to power off at a much higher percentage.
Are you running 10.6? Does the battery menu item say anything along the lines of "replace battery?"
