ie css issue on footer

Hi I'm new to this forum so my apologies if Im in the wrong place. I have an issue in ie7. ie8 and ie9 where my footer shows up twice, not sure whats causing this problem. I'm debugging in adobe browser lab. I've tried different things like floating and not floating left. not sure what else to do.
