we ran into a permissions issue yesterday. "custom" permissions popped up and all went to h... in a handbasket.

couldn't reboot my mac from my hd. had to reboot from install disk because when trying to reboot normally i'm getting the 'no' (ghostbuster) sign on the startup window.

so, i've backed up my mac hd drive to an external via disk utility, saving my files.

how to proceed from here i don't know...can someone help?

Do you have another Mac? You can use target disk mode over FireWire to repair disk permissions.

how do i go about doing this?

will i be able to change the permission on my hard disk so that it will allow my mac to reboot on it?

Yes, On the broken Mac, hold down T after the startup chime, you will see a FireWire logo on the screen. then boot up the working Mac. connect both computers via FireWire, and the broken mac's HD will appear on the desktop of the working Mac. On the working Mac, open disk utility and repair the permissions on the broken macs HD. You can disconnect the FireWire cable after it's done and the broken Mac should boot up.
