The rotational speed of the IBM is 5400 vs 4200 for the Toshiba - I was under the impression that rotational speed improved the drive's performance??

Go with the 5400 ibm hard drive. The 60 gb is nice but its very pricey, i just got the 40gb version off googlegear.com for about $170 including shipping
go to www.dealmac.com and type "ibm 40gnx hard drive" into the search. The 5400 rpm 40gb hard drive should come up. Dealmac has good deals through their affiliates.
A 5400 rpm drive will speed up any process where you write to the disk or read from it. App launching time can also improve some.

Try the IBM drive i listed two posts up. A number of people have used them with much success on www.xlr8yourmac.com.
They're supposed to be both quiet and fast. Mine arrived today, i'll be installing it this week. Still backing up some data though.

The machine I'm buying (ebay) already has a 40M - I was planning to upgrade and use the 40M as an external backup. The price difference between the Toshiba ($210) vs the IBM ($345) is pretty substantial - the only major difference seems to be in avg latency 7.5 vs 5.5.
A quandry!!
