Is it possible to develop Apps just for our local office group? some people are requesting an application for our group to develop, we're still new in iOS, and wanted to see if it's possible to develop something have it just for our office, not put it online for everyone to download from Apple's store? As it's something which will have access to private local db.

Imo, it might not be the smartest that i'm saying. But just get the 99$ program, add all the devices in the office on it (because my guess is that your not an uber giant company).
And then install it as ad-hoc. Or just as test apps, I don't see the harm of that ;) Will be easier then the entreprise thing.

For a small company (less than 40 total users, no D&B corporate rating), I suggest just using a regular iOS developer account and Ad Hoc deployment (maybe using something like testflight). It's few enough people to manually manage periodic provisioning renewals and adding UDIDs for replacement/upgraded devices.

For a few hundred employees or more of a company with a D&B rating, getting the more expensive Enterprise iOS enrollment is definitely the way to go.

The other free possibility is to just do a HTML5 web app (with a manifest so it can clipped and run offline), and put it on a password protected and/or company internal web site.

What about the new B2B Apps recently announced?

Sounds like a middle ground for companies and independent devs of custom/vertical apps. The client needs to sign up for Volume Purchase Program and the dev must charge a minimum fee for the custom app.
