Resume won't turn off

I've specifically went into this directory/area:

System Preferences>General>Number of Recent Items>[unchecked] Restore windows when quitting and re-quitting apps

I've even tried Option+Command+Q

I've also tried it with several apps, Pages, Preview, etc.

Every app, every time, the app just restores the way it used to be.
I would like to start fresh every time I start an app, but sadly, this just isn't working!

Please help!
