Is it possible to turn off the restarting-resume?

Is it possible to turn off the restarting-resume? I don't mean the one when you reopen an app and it resumes... I mean the one where you restart the computer and all the windows are back open. I know you can untick the checkbox, but can it be turned off by deafult?

Any way to disable the autosave-resume feature when re-opening an application?

there is something in Settings->General. that you can uncheck to disable that. Not sure about the exact location because i went back to SL
