I'm learning the ropes of DVDSP2, and I'm wondering if anyone could tell me how to lay a commentary track over the video as an option on a DVD I'm making?

That's going back a bit, does DVDSP2 have a timeline?
It's dead easy with 3, but that's not your question is it?
I seem to remember having to create separate video tracks to run stereo and 5.1 surround tracks, and I suspect you'll need to do the same, but it depends on the timeline situation.
