I would like to have and iCloud account but I don't have any iOS device or Mac Computer. So is there any way to get it?

Can I have iCloud account whitout having any iOS devices?

I don't own any and use Snow Leopard, so at the moment all I have is Windows 7 to use.
Just sign up for an Apple ID and go from there.
You don't need any iOS 5 devices to use iCloud. Go update your system to the latest version. After installation, the system will ask you to enter your Apple ID or create a free @me.com account. This will be your iCloud account ID. If you weren't prompted, go to system preference - iCloud.
