iMessage sent to email goes to iPad; iMessage sent to # goes to iPhone - why?

yes it is, but people need to message you at your email address instead of your phone number. Settings -> Messages -> Receive At -> Add your email address
 
^^ What he said... AND make sure the Caller ID for iMessage and FaceTime are set to your email address on every device.
