Skype 3G on ATT to Skype 3G on Verizon Network

I'm looking at my options to decrease my friend's talk time on Verizon..

My friend has iPhone 4S on Verizon network and I have iPhone 4 on ATT network.

If I were to make a Skype-to-Skype call via 3G to my friend who is also on 3G....would my FRIEND add any minutes her the voice usage? I would just add them to my data usage right? Also, when I call, how would she get the call? Does the pop up screen come up? Ringtone? How does Skype App alert its incoming calls ?

Lastly, are there any restrictions that I should know of? Verizon capping 3G Skype bandwidth/ or not allowing 3G calls/ or anything sketchy..
