Editable spreadsheet on the web

What would it take to create a user editiable spreadsheet (Like Excel) on a web site? It is easy enough to convert the Excel file into an .htm file and drop that into your webspace, but what if I want some veiwers to be able to edit it? How does WebDAV functionality in Tiger fit into this?
