Problem Installing Tiger

I'm trying to install tiger, and when my ibook reboots it goes to a blue screen with a folder and the smiley face logo, not too sure what it's called... it sits there for about a minute spinning back and forth between a folder and a folder with the logo. then it just goes into the normal boot sequence and starts up OSX. Am I doing something wrong somewhere that it won't allow me to complete the install?

I'm running and ibook G4 1.33mhz with 512mb ram
