orientation of bar when taking pictures

When I hold my phone normally and take a photo, the silver bar is along the bottom:

However, when I rotate the phone and take a picture, the bar doesn't move, and thus becomes glued to the right side:

How can I get the bar to rotate with the phone, and stay on the bottom?
 
The bar has never moved. Its always been on the side that has the home button. Only its pictures change.
 
It's always been like that. There's no way to make it "stick" to a certain orientation. It's either portrait or landscape.
