Icons come back on dock after deleting them

I've been having this issue....FOR AWHILE

When i go to remove the Facetime, Mac Store and Mission Control icons off the dock, as soon as i reboot, they come back again.

Any suggestions?

Have you repaired disk permissions from Disk Utility?

Yeah. I actually checked the permissions and drive health about a week ago. Everything is fine. This problem has been happening the day i installed Lion.

probably obvious, but they're not in the login items? (in Sys prefs>Users & Groups)...
