Control default window position?

When I restart a program, the window seems to have a default position which is a little to the right of the left of the screen. I always change this to be flush with the left of the screen, so that I can manually maximise the window (why doesn't osx have a maximise feature?). When I restart the application (chrome, thunderbird etc), it is nearly maximised, only slightly off set to the right.

Anyone know how I can stop this happening?
