You can change the resolution, if that is what you are after?
Or do you want a lower resolution display panel?

1280 x 800 is quite low for today, that was the resolution of a 15" PowerBook once (1280 x 854).

The lower the resolution, the grainier and less sharp your text and images will be. If you want to, anyway, go to System Preferences > Displays > Display and select the resolution you want.

If your Menu Bar is too full, not all icons will show. Changing the resolution to a lower resolution will make that worse, not better.

Have you tried to go into the System Preferences and click on the Dock Icon? From there you can manage the size of the icons in your Dock an manage magnification options.

The Menu Bar is not the same as the Dock.
