what's the cheapest prepaid plan that i can activate with iPhone 4S?

i heard there is Tmobile $30 prepaid plan but with 2G speed and 100 min.

Is there any other?

Unless the phone is unlocked, you can only go with at&t or its MVNOs.
FYI, you can't unlock the phone on your own.
