I bought an iphone 4 from a guy and he said it was unlocked. When I go to settings..general..carrier..it says Bell.
I have my Telus micro sim in the phone and I get "No service".
Help please!

Scroll down in that same menu, what's the modem firmware (baseband)?

The "guy" lied to you.
Why didnt you try your sim before you handed him the money?
 
Okay so I got screwed.
He left his sim card in the phone, so I should be able to activate his sim card and use it for prepaid..or not?

Not the particular sim card but if its locked to Bell then you should be able to use it with any Bell sim, either post paid or prepaid.

I dont mind using it with Bell. I have a micro sim for Bell prepaid. When I try to activate the sim with the phone it wont work.

I would go to Bell or Apple and have them figure out what carrier you can use it with or have bell set up the microsim for it.
If its Bell any activated sim should work.

That's very weird.
I never heard of an iphone displaying something like that when trying to activate.
Something might not be right hardware wise with that phone you purchased.
Bring it to Apple and see what they say.
