I keep getting an error that my playlists weren't uploaded to iTunes Match because they contain non-music files. I've checked the playlists repeatedly and they only have mp3 and AAC files in them. What gives?

check the status of your files. your playlists may have ineligible files such as ones that have errors etc

No, they don't. I have checked this numerous times. All the files in the playlists show they've been uploaded or matched in iCloud.
