Can't download songs from iTunes Match

I have iTunes match set up on a Windows PC, my Macbook Pro, my iPhone, and my iPad. I can't seem to download to songs in the cloud from my Windows PC or iPhone. On the Windows PC I see the little download icon, but it's grayed out and nothing happens when I click it. On the phone I see the iTunes match songs grayed out in my music library, with no option to download it. Any ideas?
